If you need to set Decimal Notation and Date format so that when you create a users with SU01 you don’t need to change them, you can ask your Basis Administrator to set the following profile parameters:

Profile parameter zcsa/moddatfm defines the default values of the date format:

Alternatively, you can define default values in Access Enforcer that will be used when you create a new user master record.
